New Telecommunications Tower Regulations 2024: Impacts and Opportunities

The Ministry of Communication and Information Technology (Kominfo) together with the Ministry of Public Works and Housing (PUPR) issued new regulations governing the construction of telecommunications towers in Indonesia. The regulations, which took effect in April 2024, bring several significant changes impacting the telecommunications construction industry.

Camouflage Tower Requirements

One of the major changes is the mandatory use of camouflage towers or aesthetically designed structures in urban areas and heritage zones. Conventional SST and monopole towers that have dominated the landscape will be gradually replaced by more visually friendly designs, such as tree-shaped towers, modern lamp post towers, or towers integrated with street furniture.

The regulations also strengthen the shared tower (infrastructure sharing) policy, requiring telecommunications operators to share tower infrastructure where technically feasible. This policy aims to reduce the number of standing towers and minimize visual and environmental impact.

Construction Safety Standards

On the safety front, the new regulations mandate stricter construction standards, including mandatory wind load calculations using the latest SNI standards and mandatory periodic structural inspections every 3 years by accredited inspection bodies.

As an opportunity, the need to retrofit and upgrade existing towers to meet the new standards will create a significant new service market. The company also already has experience building camouflage towers, which will be increasingly in demand.

Company's Anticipatory Measures

The engineering team has undergone specialized training, and the company has established a partnership with camouflage tower suppliers from China to obtain the latest technology and designs.
